Black Cat Wear Parts Ltd. is an ISO Certified global manufacturer and distributor of ground engaging tools to international construction, mining and road maintenance industries.  

Black Cat Wear Parts is a global manufacturer and distributor of high-quality wear parts to the construction, mining and road maintenance industries. We are currently seeking a candidate who is a dynamic leader and advocate for health and safety in the workplace. This permanent and full-time position is for our Amsco steel foundry operation located in Selkirk, Manitoba.

Under the direction of the Vice President, Manufacturing, the Health, Safety & Environmental (HSE) Manager acts as an advocate to promote the organization’s health, safety & environmental programs and works closely with all employees to create and support a healthy and safe work environment. This position will be specifically responsible for the development, implementation and maintenance of a comprehensive health, safety & environment program and will be instrumental in promoting this culture.

Primary Responsibilities Include, but are not limited to:

  • Provides leadership by establishing, developing, facilitating, coordinating and promoting safety & environmental awareness and recognition programs and initiatives
  • Ensures effectiveness of all safety & environmental programs and compliance with all regulatory requirements by monitoring performance and legislation through participation in inspections, audits and reviews
  • Understands, encourages and carries out safe work practices and procedures
  • Develops recommendations for strategic direction, plans and objectives relating to policies, procedures, processes and projects
  • Collaborates and consults with all departments, management and contractors to maintain safety conditions and prevent accidents and injuries
  • Makes recommendations and supports changes to the safety & environmental program based on analysis of data
  • Ensures inspections by regulatory agencies are coordinated and deficiencies minimized and corrected
  • Implements processes to eliminate, reduce and control hazards
  • Develops and coordinates health, safety and environmental education and training programs
  • Actively participates and provides continuous guidance in all incident investigations; ensures all documentation and appropriate forms are completed for incidents and injuries that occur
  • Provides input on equipment purchases and enhancements to ensure safety measures are considered
  • Provides input into departmental budgets
  • Performs/oversees air quality, noise exposure and other occupational hygiene testing
  • Develops and maintains current safety manual including department specific plans
  • Acts as the liaison with WCB on worker claims and associated duties including modified duties, return to work programs, etc.
  • Reports and conducts follow-up on hazard assessments, near misses, injuries, etc.
  • Analyzes and reports on trends such as incident rates, number of incidents, number of list time incidents and incident severity
  • Maintains filing system regarding work safety training
  • Conducts and oversees monthly safety meetings
  • Maintains working relationships with regulatory agencies
  • Maintains professional competency through participation in professional education and training programs

Education and/or Experience:

  • Credentials in Safety & Environmental Management; A CSP designation considered an asset
  • 5 years of progressive work experience in health, safety & environmental functions within a manufacturing or foundry environment, or an equivalent combination of education and experience

Other Skills and Qualifications:

  • Developed knowledge of the Manitoba Workplace Health & Safety Act, applicable HSE legislation, OH&S laws, WCB and any other applicable local or federal rules & regulations
  • A strong understanding of management systems, specifically ISO 9001 and 14001
  • Experience collecting/analyzing data and conducting investigations as required (ie. root cause analysis)
  • Strong facilitation skills and the ability to build relationships with all levels of staff and management
  • Experience leading and conducting health, safety & environmental related meetings and training
  • A motivated self-starter who is responsible, takes initiative and demonstrates independence
  • Must have the ability to remain calm in a stressful or emergency situation
  • A high degree of accuracy and attention to detail together with exceptional organizational skills
  • Able to manage multiple tasks and adapt to changing priorities
  • Proficient with MS Office applications (Word, Excel, Outlook) together with an aptitude for learning various computer systems and programs
